On February 2018, Venezuela and Argentina were at the bottom of the ranking developed by the Global Innovation Policy Center (GIPC) of the US Chamber of Commerce (with a score of 1.3 and 0.8, respectively). Above Argentina appear Indonesia, Pakistan and Thailand with 1.5, and Brazil and Ecuador with 1.8.
The GIPC Index is a prelude to the “black list” that the Washington Office of Foreign Trade (USTR) disseminates every year in the 301 Report. The GIPC also produces a “General score of the economy”, in which Argentina also appears in the last positions (along with Pakistan, Egypt, Algeria and Venezuela) and just preceded by Ecuador and India.
