Colombia: Bill creating the Ministry of Science, Technology and Innovation one debate away from becoming reality

The bill creating a new Ministry in Colombia to promote innovation, science and technology, is one step away from becoming a reality. With 10 votes in favor, the bill that gives life to the Ministry of Science, Technology and Innovation was approved in a third debate.  The bill will be subject to a fourth and last debate in a Senate plenary session.

Among the tasks of the Ministry would be to “foster a culture based on the generation, assimilation and dissemination of knowledge and scientific research, draft a National Science, Technology and Innovation Plan, incorporate these issues as keystones in the economic and social policy of the country and strengthen the National Science, Technology and Innovation Program (SNCTI), among others”.  The bill also aims to strengthen Colciencias, to guarantee Colciencias a permanent seat in the cabinet and generate greater budget appropriation.
