By the end of August, the Ministry of Internal Affairs had filed before congress bill #138 seeking to approve treaty which “facilitates access to published works for blind, visually impaired or otherwise disabled individuals” signed in Marrakesh, Morocco, on 27 June 2013.
The treaty compels Contracting States to adopt a set of rules aimed at establishing limitations and exceptions to facilitate the reproduction, distribution, and provision of copyright works in accessible formats to organizations at the service of blind, visually impaired or otherwise disabled individuals.
It also establishes measures to allow the cross-border exchange of these copyright works by those organizations.
